I think it shows that where there's a (political) will, there's a way to make progress on this difficult issue, Marlene. There simply hasn't been a will in our town, and the NIMBY streak is strong here. The city of Martinez is correct that there are many forces outside its control, and that it's not a housing developer, but the same is true for cities like Richmond.
Some might argue that Richmond's willingness to bring affordable housing to its town comes at the expense of social problems (and even crime), but as someone who was born and raised in Richmond, I can attest that these challenges far predate the current housing crisis, and in my opinion are much more a reflection of the legacy of systemic racism in our society than a desire by government to provide the basic right to housing.
