I think it should be mentioned that Martinez Water (district?/separate from city government) provides water to less than half the total sq/mi of City of Martinez.
My understanding is that the city government handles all water service and infrastructure within city limits (though I believe it purchases the water from Contra Costa Water District). CCWD would provide the service in the unincorporated areas of Martinez.
I don't think that is how it works. Our water bills come directly from CCWD. The manhole covers say CCWD. I don't think the Martinez water dept has anything do with this.
CCWD may be responsible for some of Martinez, but the city is definitely responsible for a large number of the fire hydrants. It was discussed by the city manager at city council meetings at the time and the city council authorized a major budget allocation to pay for contracting out the work to inspect and maintain the hydrants.
It would be interesting to know what hydrants they are talking about. The Parks & Rec Commission, that I used to sit on, did often have reports of the city water plant & board (it is an independent body made up of the city council). However, I don't think that plant runs water uphill to my neighborhood and that when reports came to the PRMCC it was only for the City's Water district and not the CCWD. CCWD billing has no mention of "Martinez Water District".
